Prof. Dr. Yusuf Balcı, Chairman of the Board of Directors of Türk Ticaret Bankası A.Ş., completed his primary and secondary education at Taksim Primary School, Private Darüşşafaka High School, and İhsan Mermerci High School. .

In 1983, he graduated with honors from the Department of Economics at Boğaziçi University. That same year, he began working as an assistant to Prof. Dr. Sabahattin Zaim at the Faculty of Economics at Istanbul University. He earned his Master’s degree in 1985 with a thesis titled “Labor Companies in Turkey” and completed his PhD in 1990 with a dissertation on “The Effects of New Technologies on Employment in Turkish Banking.” Between 1988 and 1990, Prof. Dr. Balcı was a visiting scholar at Temple University in the United States. Prof. Dr. Balcı started his academic career as a Research Assistant at the Faculty of Economics at Istanbul University, later becoming an Assistant Professor, Associate Professor, and Professor. He has taught economics in English at Glamorgan University (UK) and Southeastern University (Washington) Istanbul Franchises (BILTEK). Currently, he teaches economics in English at the Department of Economics (English) at Istanbul Ticaret University. In addition to his academic career, Prof. Dr. Balcı served as an economist in the Economic Policy and Strategic Planning Department of the Islamic Development Bank for five years. Since 1996, he has held various prominent roles, including Advisor to the Minister of Culture, President of the Turkish Patent Institute, Undersecretary of the Ministry of Industry and Trade, Chief Advisor to the Prime Minister, and Board Member of the Public Oversight Accounting and Auditing Standards Authority.

Prof. Dr. Balcı has also served as Chairman of the Board of Directors of the Turkish Patent Institute, Member of the Administrative Council of the European Patent Organization (EPO), Member of the Founding Board of Directors of the European Patent Academy, Member of the Coordination Committee of the World Intellectual Property Organization (WIPO), and Member of the Standing Committee for Country Risk Assessment of the Islamic Development Bank. Additionally, he has participated in numerous commissions and boards both in Turkey and internationally, including the Economic Coordination Board (EKK), the High Council of Science and Technology (BTYK), and the Executive Board of KOSGEB.

Since 2018, Prof. Dr. Balcı has been serving as a Member of the European Committee on Social Rights (ECSR) of the Council of Europe, the supervisory body of the European Social Charter, elected with the votes of 42 out of 45 countries. Prof. Dr. Balcı has published numerous academic works, including five books.
