Born in 1972 in Ankara, Özgür Volkan Ağar completed his primary and secondary education in the same city. He graduated from the Department of Public Administration at the Faculty of Political Sciences, Ankara University, in 1994 and earned his Master’s degree in Public Administration from Carnegie Mellon University in the United States.
Mr. Ağar began his career in January 1996 as an Assistant Foreign Trade Specialist at the General Directorate of Imports within the Undersecretariat of Foreign Trade. He became a Foreign Trade Specialist in 1999 at General Directorate of Imports, a Branch Manager at the General Directorate of Exports in 2005, and served as Trade Attaché at the Consulate General of Georgia in Batumi between 2007 and 2009. In 2009, he was appointed Head of Department at the General Directorate of Exports.
In 2010, Mr. Ağar served as Deputy Director General of Export at the Ministry of Economy. From January 2016, he worked for six years as Director General of Export at the Ministry of Trade. On March 17, 2022, he was appointed Deputy Minister of the Ministry of Trade.
