Born in 1966 in Ankara, Muammer Bölükbaşı completed both his high school and undergraduate education in the same city. He graduated from the Department of Public Administration at the Faculty of Economics and Administrative Sciences, Gazi University, in 1988. Over the course of his 32-year banking career, Mr. Bölükbaşı held various senior positions at Ziraat Bank and Ziraat Participation Bank. He began his career as an inspector at the Inspection Board of Ziraat Bank and served in different provinces as Branch Manager, Head of Region, and Assistant General Manager. He worked across operational transactions, credit management, customer relations, channel management, marketing, and sales. Between 2003 and 2015, Mr. Bölükbaşı served as Head of Region in four different regions, overseeing nearly 200 branches and 4,000 personnel.

As the Founding Assistant General Manager responsible for Operational Transactions at Ziraat Participation Bank, he played a significant role in establishing and operationalizing several departments, particularly in operations. With expertise in banking operations, credit allocation and management, and marketing and sales, Mr. Bölükbaşı holds a CPA certificate as well as numerous professional and personal training certificates. Between 2022 and 2024, Bölükbaşı served as an Independent Member of the Supervisory Board at Ziraat Bank Uzbekistan. From 2024 to 2025, he was an Independent Board Member at Ziraat REIT. He currently continues to serve as an Independent Board Member at Agricultural Credit Cooperatives of Turkey. He was appointed as a Member of the Board of Directors of Türk Ticaret Bankası in April 2025.
